Support Balance-only accounts

Add the ability to create a manual account for tracking cash values. This will allow users with multiple Savings accounts at different banks be able to better utilize vaults/goals. It doesn't make sense to pay for an account that is inactive in DAS, so this will help that case. **Note**: this does _not_ include manually imported transactions. This is balance only.
