i wish i could drag unused credit card accounts to the bottom and drag my checking accounts to the top.

Are these totally unused cards? You should be able to hide them when you tap on the institution then "Reconfigure Accounts."
Might not be 100% the solution you're looking for, but a workaround until manual sorting becomes a thing.
