disable manual transfers to expense to prevent irresponsible actions

Being able to lock an expense would be nice for those of us who need a little help being responsible and staying to a budget. I want to only allow the auto fund feature to fund an expense. Manual transfers can get me in trouble and I spend more money on something than I should.
