allow spending from vaults

Automatic payments from savings accounts aren't unheard of, and i would like to be able to use money set aside in my savings accounts to pay for known expenses. For example, i have a car payment that i set money aside for when i first got the loan. Currently ive had to move that into a checking account so that i can put that money into a Goal bucket to associate with the automatic payments.
